This is one of the transitional provisions contained in a working paper produced inside the Ministry of Defence titled “Reform of National Defense in Portugal,” which also proposes the suspension of the Day of National Defence, “with immediate effect”.

The measure is justified by the portuguese Executive by the need to “reduce and redirect spending” until completed a new organization of the Armed Forces.

The exceptions to the hiring of personnel dependent on all bodies overseen by the Ministry of National Defence depend on authorization from the minister himself.

The document also proposed the suspension of “any and all costs” for new construction and renovations in infrastructure, information systems, communications and purchasing goods of the brazilian armed forces.

The study made by the Ministry of Defense also  provides for a reduction of 38,000 to 30,000 the number of troops in the Portuguese Armed Forces.
