France: Brittany & Finistere Cluster in Defense tops French cybersecurity industry.

by Alejandro Ronard Alem.- The first images that future tourists discovers  while planning  their first trip to France are the Eiffel Tower, Palace of Versailles, the Louvre, the Castles of the Loire, the French Riviera and La Champagne Region, among others.
But not many tourists know that only an hour flight from Paris emerges from a particular geographic location the Brittany region of Finisterre, which translated literally means “where the land ends”.

According to the distinctly regional Celtic language, Breton -which is related to Cornish and Welsh –  Finistere is called as PENN-ar-BED, that can be translated as “the head of the world” .  Historically, this is a region that has been always opened by sea  to world trade, and that has shaped the working character of its inhabitants. The Finistere is now a hyper connected territory, with an excellence in technology, especially in research linked to numerical development particularly in the agro-industrial and defense sectors.

BLOC-TCF-QUADRI-FOND-NOIRWith great schools and research centers transformed into centers of excellence and technological excellence, by the political will of the institutional and private actors, the Finistere is a vast urban, rural and maritime territory. Territory in which fundamental and applied research “ glued”  together to give answers to the specific needs of an agricultural and industrial world in full mutation. This territory that has been mobilized to obtain the label “French Tech”; and today Brittany  is located in the French fourth place within the  Information and Communication Technologies (ICT).

The region of Finistère the ICT´s represent over 10.000 jobs.  Only the city of Brest  has 3 schools of Engineers in the field of electronics and numerical engineering.  The ENSTA Bretagne is an establishment under the direct supervision of the General  Directorate of Armaments (DGA) of the Ministry of Defence.

Having  2022 as a deadline for the technology “Très Haut Devis” , the French government has set a priority to ensure to all users in the region equal access Internet and new Technologies.

Two public TELECOM networks , “Penn ar Bed Numerique” and HERNINEO, allow low cost Internet access rates, with a maximum of complementary services for individuals and professionals including those in Administration. The ETIC agricultural program supported by Brittany and the local State services has as  main objective to develop the potential of ICTs within the Breton agricultural & agrifood subsidiaries.  And this regional action is made by the BDI (Bretagne Developpement Innovation) and is managed by  MEITO with the close collaboration of VOLORIAL Competition Center and the Regional Chamber of Agriculture.

Several   innovations in this regard; as the mobile robot order, connected via the public owned Network TELECOM (Penn ar Bed NUMERICO) and Experimental Station TREVAREZ appears as an experience with excellent results due to this synergy.  In this respect it should be noted that in the world during 2011 around 166,028 Industrial Robots were installed, in a market of almost 7 billion Euros, out of which around 3% of the robots are in the IAA (Agri-food Industry). Europe represents 58% of the global installation of Robots for the IAA sector.  Being Brittany the French leader in the animal and vegetables production,  the Finistère is the second county in France with a significant number of IAA´s.   In this IAA sector we find some French national groups like BIGARD, DOUX, EVEN, SILL and  TRISKALIA.

As for the use of these technological solutions like CLOUD, Connected Objects and Robots,  experts involved in these projects have confirmed that these technologies enables IAA´s to lower the cost production in 2.5% and a growing return of around  50% , doubling its export potential.

Brittany is composed among others by the region of Finistère, and its administrative center and largest city is Rennes with 206,194 inhabitants, followed by the city of Brest with 149 649 hab.  In this area there are the headquarters of global groups like Bollore or Cummins.

Brittany  is also the land of birth of the Minister of Defense. Jean-Yves le Drian. He was born in the city of Lorient, the city where he began his political career as Mayor during the period 1981-1998. He was Congressman and  also Chairman of the Regional Council of Brittany from 2004 to 2012, year in which Mr. le Drian enters the national French government as Minister of Defence , to date.

At the initiative of the Permanent Representation of France in NATO,  the General Commando of the French Armed Forces (EMA)  and the General Directorate of Armaments (DGA);  the Summit of the Cyberdefense Committee (CDC) of NATO met  in Brittany in the cities of Rennes and Bruz.

The CDC is the agency responsible for the policy of  cyberdefense in NATO, created in 2014 during the Summit of Wales. International delegations to the Summit were composed of more than 40 military and diplomatic representatives of the 22 NATO countries. And , of course, all important  agents supporting the international development of the Brittany Region were present at the NATO Summit. This exchange allowed the French defense to introduce  its cyberdefense policy,  and putting into practice the different scenarios of military operations.

And besides that, during the Summit the center of excellence in cybersecurity of the French Ministry of Defence – with the support the Region of Brittany-  was the subject of specific presentations in its three dimensions; initial education, middle and higher training; and development of products and services.

Representatives of the Industrial and Technological Cybersecurity Base (BITC) and two regional companies (DIATEAM, SECURE-IC, and SOPRA-STERIA) could present their technological initiatives to this important meeting of NATO, demonstrating  the vitality and potential of the Region of Brittany in this topic.
